No it's a case of the telephone game.
The original article was spoken in English by Smed.
It was then heard and translated into Chinese (one level of indirection)
It was then re-translated into English by the mmo article (second level of indirection)
Some of the translations got screwed up at one oe more of those points.
When I first read it I did not know the base article was in Chinese, but it makes sense now.
The article isn't exactly wrong it just didn't capture some of the important details like "crafting is not at launch" which means we have a change for feedback as part of that 3-year plan thing.
